Frequently asked questions about the Accessibility Enhancement Act (BFSG)

The Accessibility Enhancement Act (BFSG) takes effect on 28 June 2025. From that date, companies must make their digital offerings accessible. It's Germany's implementation of the EU's European Accessibility Act (EAA), built to bring accessibility standards into line right across Europe.

The Accessibility Enhancement Act (BFSG) is Germany's version of the European Accessibility Act (EAA). It requires companies to make their digital products and services accessible. The aim: equal digital access for people with disabilities, and consistent standards right across Europe.

Affected companies have until 28 June 2025 to bring websites, apps and other digital services up to standard. Miss the deadline and you'll face sanctions.

The BFSG covers a wide range of digital products and services people use every day:

  • Websites & online shops - must be built accessibly.
  • Mobile apps - must be easy to operate for every user.
  • E-books & digital documents - must come in accessible formats.
  • Computers, smartphones & TVs - must be accessible to operate.
  • Banking & payment systems - online banking and payments must work for everyone.
  • Telecoms & streaming services - content needs subtitles, screen reader support and the like.

The short version: if it's consumer-facing and digital, it has to be accessible.

Not every company falls under the BFSG. Small businesses that meet certain economic criteria are exempt.

You're off the hook if your company:
- Has fewer than ten employees
- Generates annual turnover or balance sheet total of no more than two million euros

The rule keeps smaller companies from being swamped. That said, accessibility is still a clear opportunity - wider reach, better experiences, stronger brand.

The requirements rest on European standard EN 301 549, which aligns with the international Web Content Accessibility Guidelines (WCAG) - the worldwide benchmark for accessible web content.

Four core principles:

Perceivable - Content needs to reach every sense (text alternatives for images, subtitles for videos).
Operable - Navigation has to work with a keyboard, voice input or any other input method.
Understandable - Copy and content should be clear and easy to follow.
Robust - Everything has to play nicely with screen readers and other assistive tech.

The earlier you get familiar with these, the easier compliance will be.

The BFSG officially takes effect on 28 June 2025. By that date, your digital offerings need to be accessible. Technical work - especially on complex websites, apps and digital services - takes time, so start planning now. Move early and you get more than legal compliance: better usability and a bigger audience too.

Fall short of the requirements and you'll face sanctions and fines. Exact penalties are set by the authorities and depend on how serious the breach is. Money aside, there's also reputational damage. Customers who hit barriers on your site will head straight to a competitor. Organisations and individuals can take legal action too. Better to move early - and turn digital accessibility into a competitive advantage.
